[needs-packaging] bug reports

The other day [needs-packaging] bug reports were added to the "Special
types of bugs" section of HowToTriage[0], however there wasn't much
indication as to why.  I'm curious why these types of bug reports are
special enough to warrant avoiding adjustments.

Personally, I've been setting these bug reports to an importance of
Wishlist and a status of Confirmed, if in fact the software is not
available as a package.  Occasionally, I've even had to set these
Invalid as the software was already packaged for Ubuntu.  For what
reason should bug triagers not being doing this?  If this is the
incorrect workflow what is the correct one?
