Please be assured that the load is not the issue for not mailing
uploaders. I am more concernced about spamming uninvoled persons. This
can easily happen if someone finds some random package on the net (like
packages.debian.org), wants to see it in ubuntu and decides to upload it
to review without updating debian/changelog properly. Even worse, the
email address could be even faked and innocent people be confused pretty
badly, which would then blame us, the revu administrators.
Note that we don't have any verification of the contributor. We don't
even check the email address on the key used to upload. We therefore
need to be very careful with uploaded package on revu.
