Postinsts barfing when mysqld not running

OK, I'm looking at these bugs again and looking at cacit and mtop, cacti 
uses dbconfig-common, mtop does not but fails with similar errors.

There are a handful of packages with these problems that I would still 
like to fix..

Any more ideas?
