No.  We take backports from the developmental Ubuntu release.  What backports 
most needs is people to test packages.  To be a member of the group that 
approved backports, you need to be a MOTU, but anyone can request and test.  
Please come help out as we have far more requests than can be tested.

To actually upload packages to the archive, you need to be a MOTU, but we have 
a review process in place to allow non-MOTUs to contribute both new and 
updated packages.  You most emphatically do NOT have to be a MOTU to 
contribute (you don't even need to intend to become one).
