can you follow the process described in
http://wiki.ubuntu.com/SponsorshipProcess ?

Basically file a bug on
http://launchpad.net/ubuntu/+source/libxcb/+filebug (is libxcb the right
source package?), attach the patch and subscribe ubuntu-main-sponsors
(libxcb is in main) and in case it's a different package living in
universe, subscribe ubuntu-universe-sponsors.
