One does not rule out the other. The problem is, as pointed out by  
Jeffrey, that dependence on IRC may turn away a certain class of  
developers.

The point you are making concerning wrong advice from non-MOTUs could  
be taken care of by the web interface, e.g. corrective comments could  
be attached, the wrong advice comment could be deleted by a MOTU or  
some such.
