call for votes: KDE4 uploads to universe

Except people are actively porting stuff to KDE4 right now, which makes
it a bit stickier for me. If these packages *will* be useful for porting
then there is much more reason to have them, IMO. I just don't know if
they'll be too old for that too soon.
