how to get fixed packages into ubuntu?

openct is still broken,despite filing bugs, attaching packages,
trying to explain what is broken and why. what else can I do?

dapper:
  - /var/run/openct/ directory needs to be created by init script
    (and permissions set correctly)
  - openct has a small bug that causes it to fail (run 10 ssh, on
    average one fails). patch adds three lines, easy to review
    (if read() returns interrupted system call, retry...)

edgy:
