common packaging errors: changing the orig-tarball

Hi folks,

One of things I see on revu quite often, is that the orig.tar.gz is changed 
while there is no need for it. Thus I did  some comments on why you shouldn't 
and what to do in specific situations and wanted to post this here.

Since I first asked Reinhard for proof-reading, he suggested to put it to the 
wiki instead, and thus 

https://wiki.ubuntu.com/CommonPackagingMistakes

was created.
