Process for UVF exceptions

Hello everybody,

I just talked to Matt about the proposal and he likes it, though he
asked me to let one of us give him and Colin a batched list for UVF
approvals.

I will collect UVF approval request we could agree on, on this list and
send them to Colin and Matt weekly.
