After some more discussion with Charles on #transmission I've decided to reopen this bug.
   - The only files, we have agreed upon, that can be moved are dht.dat and lock and they should go to CACHE_HOME
   - It would be possible to also move level1.bin from blocklists/ to CACHE_HOME, the main problem we face is the possibility of redownloading this file from transmission servers too often. CONFIG_HOME/transmission/blocklists/ would still be there for custom blocklists created by users.
   - This issue is really low priority. Only if someone decides to write a good patch it's going to be implemented.
