Public bug reported:

Binary package hint: transmission

Running Transmission 1.75 on Karmic Beta, the CPU load quickly maxes out
for no apparent reason. Gnome-system-monitor doesn't show the CPU load,
but the Docky CPU applet does, and there's a very noticeable slowdown of
Transmission and other applications.

This only happens when Transmission is running, but I don't know how to
trace the bug any further under these circumstances. I'll be happy to
give any more information I can, if provided with instructions.
