The Technical Board discussed the issue with autopano-sift today, and
determined that no preemptive action would be taken:
https://lists.ubuntu.com/archives/ubuntu-devel/2010-April/030660.html
Full logs of the discussion should appear on this link after about 16:00
BST - scroll to around 15:05 for the relevant parts of the meeting:

The short version of the judgement appears to be "there's lots of stuff
which is 'restricted use' not 'restricted distribution', such as
libMAD".
If you have any further concerns, please raise them with the Technical
Board.

Status in “autopano-sift” package in Ubuntu: Won't Fix
Bug description:
Binary package hint: autopano-sift
Please remove ‘autopano-sift’ from the ‘universe’ repository (and move it to Medibuntu if possible). The scale-invariant feature transform (SIFT) algorithm used by ‘autopano-sift’ is patented in United States (see [1] and [2]) by the University of British Columbia and therefore cannot be freely used there.
