Further issues with missing Package files

Hi guys

I've recently set up a local Ubuntu mirror (with the intention of making
it public once we're happy with it) - I'm mirroring using ftpsync as it
also mirrors Debian/CentOS. Every so often I see the issue described
here:

We're a hosting company so we have a large volume of new servers being
ordered daily and we'll have no issues with it for a while, then
occasionally there will be a spate of it. I notice in the link above
it's apparently a bug in apt, but I would have thought that it would
have been fixed by now - I'm more concerned that it's an issue with our
mirror - or am I worrying too much about it? Sometimes the issue can be
resolved by forcing a manual sync of the mirror, sometimes not.

Having to clear /var/lib/apt/{list,lists/partial} isn't really ideal -
it's a hacky fix at best.
