Reports about missing 'Packages' files?

Hi,
I run nl.{a,r}.u.c and sporadicaly i get reports from users that
complain the Packages file is missing, but referenced in Releases and
requested by apt:
Failed to fetch http://nl.archive.ubuntu.com/ubuntu/dists/precise/main/binary-amd64/Packages 404 Not Found
This was also reported on IRC for different mirrors:
| sometime apt-get try to download uncompress Packages index, but
| they do not exists on mirrors I look at Release files and see
| that uncompressed Packages index are listed and I think it
| shouldn't for example first index file of
| http://archive.ubuntu.com/ubuntu/dists/trusty-updates/Release
The mirror that i sync from doesn't have these files either and
this started happening recently, any ideas what's going on?
