Which mirrors get selected to be listed in the release announcemenmts?

In the recent Release Candidate announcement only a few mirrors were 
listed. Why were they chosen to be listed?

BTW: Did you recently got any feedback to your mails to 
mirrors at ubuntu.com? I haven't seen any to my requests.
