all use the PO file way only.

   1. someone authorised co ordinates the activity. he/she will put up a
   wish list for files to be translated. while it is not compulsory to follow
   that it is recommended to follow that.
   2. those who take a file WILL  post that information along with the
   expected date of finishing. if by that date it is not finished he/she will
   ask for an extension. if that is not done the file will go back to the wish
   list.
   3. once the file is finished preferably it should be gone through by a
   more experienced person for QA
   4. once that is done either the person who did the trans or the QA
   person will upload the file.

as far as i can see this is the only workable way though not ideal.
