Can you please be more specific and ponit where that string come from?
The only translatable packages regarding policykit in Ubuntu 13.04 are these:

https://launchpad.net/ubuntu/raring/+source/policykit-1
https://launchpad.net/ubuntu/raring/+source/policykit-1-gnome

and they do not include that string. The language-selector package is
also fully translated (at least in Italian), and it does not contain
that string either.
