mailman の /usr/share/doc/mailman/NEWS.Debian.gz に以下のように
書いてあるように、description が euc-jp のままで utf-8 に設定し
直していないから文字化けしているのではないでしょうか。
そうだとすると管理者に直してもらうしかないと思います。
