So,
I was hoping that one of the council members would respond... but I guess
I'll chip in my two cents about this:
If we're going to trust a select few users to moderate the channel, I think
it might just be easier to add them as ops. The issue with having a vote
threshold AND only a few people on the voting whitelist is that it requires
that multiple people be active at the same time when there is an issue.
Finding quorum when there is an issue will likely become an issue in
itself.
