autoremoval of bans for ubottu

I sent this mail to the ubuntu-bots maillist [1] last Monday but now I see 
that only tsimpson and me are subscripted, so here goes again,

I started the branch here:
https://code.launchpad.net/~ubuntu-bots/ubuntu-bots/ban-auto-removal

It doesn't do much yet, only keeps track of new bans and removes them 
after they get one second old.

I need to study the following weeks so I will be working on and off with this 
branch. Niko also made a pastebin [2] with the relevant code of Ubotu-fr, 
which may be useful to look at.
