some hacking on ubottu to give it ban removal ability.

We linked the contact this team link in the launchpad IRCC group to the 
ticket tracker

We decided to set up a new channel, #ubuntu-discuss for high quality 
on-topic discussions relating to Ubuntu that are not support questions.
