IRC bot integration with Ask Ubuntu

Oops, stupid phone sent a blank :P

This might be a good idea.  I've always pondered whether this type of
integration could be done, and of we can get such integration, that
would be pretty good, as I use both Ask Ubuntu and IRC equally.
