Blanket ban on r00t4rd3d

Hi all,

A quick note:

A while ago Terence emailed [1] about the user r00t4rd3d's appeal on
his ban in #ubuntu, and our decision to uphold the ban. After that,
the user's behavior worsened and we have recently issued a blanket ban
on him in all core channels. If this user shows up, he is evading his
ban(s) and we would like to be notified about it by email [2].
