Access for *!*@ubuntu/member/* added to #ubuntu-meeting

Hello everyone,

Yesterday (04-01-2011) there was a Kernel Q&A session held in
#ubuntu-meeting, which probably should have happened in
#ubuntu-classroom, but this brought an issue up. A situation arose
where someone needed access in there (to set +m) but the access list
is very small. As a cross-team meeting channel there may be other
reasons people may need access there in the future too. For these
reasons the IRC Council agreed to add *!*@ubuntu/member/* to the
access list for #ubuntu-meeting, #ubuntu-classroom already has this.

We don't expect there to be any major abuse of this new access, but we
will keep an eye on the channel to make sure of this.
