eir btset action characters

Hello everyone,
Apparently there is some confusion about which characters eir uses to
perform which action on a ban, so I thought I'd just clarify exactly
what each of the characters mean.

#
 This makes eir just nag when a ban expires.

@
 This makes eir remove the ban if it already has +o, otherwise nag
that the ban has expired. - We don't use this action.

%
 This makes eir attempt to get +o from ChanServ and then remove the ban.
 If eir can't get +o from ChanServ, eg when services split, then eir
will nag about the expired ban.
 eir will also keep trying to get +o from ChanServ periodically and
remove the ban, so even if services go away temporarily the ban would
still be auto-removed.

So, just remember that # is nag, and % is auto-remove.
