I'd say better not mass-remove all bans: this has known to trigger
increased unwanted activity when the word about the banlist clear
spreads. So I would rather have organised "banlist clearance
theme-evening" or something when we go thru all inadequately commented
bans etc. And then remove them in phases?`I believe we discussed about
this on IRC some time ago, but forgot already other points. (:
