Clearing the Ban List

Now that eir seems to be working well, do we want to clear out the (crufty!) ban and quiet lists?  

I think that declaring a "ban list amnesty" would be a very Ubuntu-like thing to do, remove a number of IP bans that probably don't match anything we'd care about anymore, and enable any bans that should have been there to be re-added relatively quickly-- only this time with better tracking around them.

Thoughts?  Comments?  Threats of bodily harm if anyone does a /msg chancery clear #ubuntu BANS?
