Announcing #ubuntu-irc-helpers

well, #ubuntu-irc wasn't mostly for ops in LoCo and non-core channels? that's 
the impression I have from being in u-irc for some time.
#ubuntu-irc-helpers seems more for any operator in any ubuntu channel and 
supporters alike.

Even so, I'm with erUSUL and LjL, is probably best to merge #ubuntu-irc-
helpers's purpose with #ubuntu-irc's, it will likely boost the activity in 
there, and not an extra channel to join in ;)
