Ubottu feature: ban reminder

Hi,

Some ops surely already noticed, ubottu now will PM you for review bans that 
you set and became a week old, the msg should look like:

"Hi, please review the ban 'asd!*@*' that you set on <date> in #channel, link: 
<link to log>"

You can remove the ban if you think is no longer needed, or ignore the 
message, ubottu won't ask you again. This feature is meant to help to reduce 
the amount of unnecessary bans and keep ban lists clean.
