IRC Council term lengths

Hello everybody,

per https://wiki.ubuntu.com/IrcTeam/IrcCouncil the term length of IRC
Council member is two years. As the Community Council was a bit busy
with its own election process and other things, we extended the term
length of Joseph Price, Marek Spruell and Melissa Draper by 6 weeks to
cover the time until the new election and give us time to discuss the
election process, etc.
