Channel setup for Gutsy release

This is WITHDRAWN due to strong negative feedback on the proposal.
Please instruct users to ask upgrade-related questions in #ubuntu.
#ubuntu+1 will be closed down on release, like in the past.

The second part of this received negative feedback.
This is not an immediate issue, anyway, and we can discuss the setup 
for "effects" related channels at a later stage.

The CURRENT state of thing is the following: #ubuntu supports "effects" to the 
extent that Ubuntu supports them by default - anything else goes into 
#ubuntu-effects. Kubuntu users should ask in #kubuntu or #ubuntu-effects (I 
will leave that choice to #kubuntu operators).
