Logging into bots

Hi folks,

After lots of frustrations with the crud that is supybot, I've managed
to finish a nice new feature in the Ubuntu bots.

Logging into the bots no longer needs a password if you're identified
with nickserv,you can simply use @login for ubugtu or %login for ubotu.
New ops also don't need to register, they'll be added automatically if
they're in the ubuntu-irc team on launchpad.

The bantracker login has also been simplified and no longer requires a
password. Type @btlogin on IRC and you'll get a URL with session ID.

So: 2 less username/password combinations to remember :)
