removed ban

I removed the ban on teknoprep (Chris Rawlings) only in #ubuntu-offtopic
and #kubuntu-offtopic.  dont want the ban removed in main channels due
to what he did to get banned in first place. He broke all kinds of rules
from guidelines and CoC wikis. He refused to read them and than tried
dodging the ban i set in place. He has pm'ed me promising to read and
obey the guidelines and CoC. I take his word very loosely so please feel
free to ban him if he doesnt obey the "rules". Just letting everyone
know this way you know why he can only get in 2 channels and you know
why he can only get it 2.
