Proxy UI in Ubiquity

Colin,

Something came up today regarding things along that specification.  Would you
consider a --no-network switch and/or debconf variable that would force ubiquity
to ignore any network connection during install (and hence not update apt at the
end)?

If you are open to the idea, I'd be glad to implement it.
