LVPM-merge blueprint/spec

I have written a blueprint/spec at https://wiki.ubuntu.com/LVPM
evaluating the feasibility and/or need for a tool to manage loopmounted
installs, in particular, to migrate the loopmounted-installs to
dedicated partitions. Comments are welcome. Unfortunately, I've been
busy since my school year started, so I will likely be unable to do
anything along the lines of a full code rewrite until the winter, though
I can probably still assist in minor tasks and drafting the spec for
now.
