There is a version of grub for Windows (grub4dos) which is a small
application (grldr.exe). Not sure how well it works with latest
versions of Windows.
The idea is to add an entry to Windows bootloader that will invoke
grub4dos. Then grub4dos can have it's own config file (copy of
grub.cfg from Ubuntu) which will let you boot Ubuntu. This way your
Windows bootloader will always be primary.
