*I think* your view has limitations, If *only* my understanding is correct
why should Ubuntu connect to your mobile to send messages? There are lot
of free services like yahoo mail, through which can send messages to
many mobile phones.
If you want to connect to mobile for some reason, I don't know for sure
if there are any.

Most modern mobile os have very good capabilities.
Symbian, Android, IOS. Also one has choices over programming languages
as well, like python, Java.
