I have few alternative solutions,
 1) Work on data card so that you have internet in Ubuntu system,
 2) Download ubuntu repos DVD, google it as I am not aware where to find.
 3) Install Virualbox in Windows and install ubuntu on that, there
networking will work I suppose, if so, install what ever you want and then
copy all the deb files in /var/cache/apt/archives/ to a media(say pendrive),
then copy those into same path in ubuntu system.
I prefer option 1 thinking in long term.
Hopefully one of this works, good luck.
