[ubuntu-in] repository at IIT roorkee + web space for CS Ubuntu

Dont mean to be rude at all, but why is the IIT Roorkee server so slow? In
fact, the website (iir.ernet.in) takes upto 2-3 minutes to load on my 2 mbps
connection! I just tried it out again without any faster result.
