Hello Darren,
IRC is just a text based chat room. Here is a blog post on the TOG
website that will give you some starter tips.
http://www.tog.ie/2012/03/intro_to_irc/

Lots of open source communities use IRC for their meetings and in some
cases their primary way for them to all interact.

G+ hangout.
These are great and very easy to use. A very modern way of
communicating online. But you have to remember Google is not open
source. Not everyone who wants to partake in our community has a
google account or will want to create one. We are trying to lower the
barrow to getting involved with our community.

We you need a hand with getting started on IRC do ask and we will help
you where we can.
