Ubuntu-ie Site Theme Update

I was on my phone earlier so I couldn't link it :)

All of the stuff you need to make any Ubuntu related site is
http://design.canonical.com/the-toolkit/ so it should be fairly
straightforward to follow. Again great work with the website ill be
happy to see the theme updated after so long.
