Ubuntu-ie Site Theme Update

Hey all,
I think Ubuntu-ie.org's theme needs a lick of paint to bring it into line
with the more recent Ubuntu branding. I've put together a very early
prototype which you you view here:

Obviously the line of text beside the logo would be removed on release.

Additionally, the website doesn't seem to be using Drupal 7. The theme I've
developed is for the most recent version of Drupal and it might
be counter-productive to downgrade it since the software should be updated
sooner rather than later for security purposes. If the main website admin
doesn't have time I could handle this.
