bug triaging [Greetings from UDS]

Hi all,

 From my own experience, when I was trying to get involved with bug 
triaging I couldn't find any understandable guidelines/information on 
how to assign packages to the reported bugs on launchpad. Sure, there is 
a video showing how to proceed in launchpad but when you're not a 
developer/packager how do you find out which package is the bug related to.

It is a great occasion for all of us to help improve the available 
guidelines and how-tos, and make it easier for new people to get 
involved in triaging and fixing ubuntu bugs.
