bug fixes feedback for the UDS

Hi everybody, 
Laura talked about in her last message about bugs in ubuntu and if it
was as easy to get started and get involved. In my experience bugs are
fairly easy to fix triage etc. bzr is a good system and it in submiting
fixes we should explain how to make a diff etc if they already dont
know. A bug fixing best practices wiki might help. Tagging and reporting
against the right package is also important and should be stressed in a
best practices wiki. Making the ubuntu developer getting started guide a
little easier to understand would also help in this regard. Anyhow these
were just a few things on my mind about ubuntu bug reporting.
