[ubuntu-hardened] SELinux in Intrepid

Hi,

After the mass Debian sync (thank you for handling that ScottK!), the
"selinux" package wasn't installable due to some version numbering
problems from the Conflicts against the old Debian "selinux" package.
I bumped the epoch on the Ubuntu "selinux" package, and versioned the
"checkpolicy" Conflict (to make the Conflict from policycoreutils).

That means SELinux should be installable again in Intrepid once those
updates publish.  Can someone else who is more familiar with the
policies give it a shot and check that everything is in a sane state?
(And if not, let's get a list of things that need to be fixed and see if
we can get them into Debian -- I'll be sending in my checkpolicy patch
shortly.)
