Proposal to drop 32-bit Ubuntu GNOME support after 18.04 LTS

The Ubuntu GNOME team is considering dropping support for 32-bit
computers after 18.04 LTS.

Because we know that this affects some of our users, we wanted to
explain the change and the reasons we feel it makes sense. We also
wanted to give our users at least a week to give feedback about this
change before we make an official announcement.
