15.04 Release notes

Hi!

I have edited the release notes for 15.04, some of the links was for 14.10
and is hidden now and I hope someone other will fix that tomorrow after the
release, it is the "Why is not Ubuntu released with newest GNOME" link that
was outdated.
I will start translating the release notes to Norwegian when it is
finished.
