Networkmanager hiccups

Is anybody else experiencing problems with networkmanager
not being able to make a connection. Is this a known reported bug?

This is very irritating when trying to install ubuntu-gnome and when
rebooting.

Is it specific to ubuntu-gnome or does ubuntu 13.04 experience this too.
