Do you think I should use 13.10 as basic system or not?

A good page to look at and read from :)

Once you are done, it is totally your call :D
But, if I were you, I would wait until 5th of Sept after Beta 1 will be
available. Usually, Beta Versions are more stable beside, no more new
features to be added, just updates.

What kind of issues?
How slow? anything specific?
Your machine/hardware details?

You still can find bugs on a test environment. But yes, the more time you
spend and use Saucy, the more bugs you may find :)

I would also say that to keep a Stable System/Release as your MAIN OS
(GRUB2 of that system is installed to the MBR so it controls the booting
process) and keep Ubuntu GNOME 13.10 as your 2nd/other system and just
update GRUB2 from the main system after installing Ubuntu GNOME 13.10 :)
